MEE Convenes 15th Five-Year Plan Eco-environment Planning Seminar

On April 11, the Ministry of Ecology and Environment held a symposium in Beijing on consultation for the 15th Five-Year Plan (2026–2030) eco-environmental planning, to solicit opinions and suggestions from relevant academicians and experts. Huang Runqiu, Minister of the Ministry of Ecology and Environment, attended the meeting and delivered a speech.

Huang Runqiu pointed out that General Secretary Xi Jinping attaches great importance to the development of a Beautiful China and has delivered important speeches and issued critical instructions on multiple occasions, pointing out the direction and providing fundamental guidelines for eco-environmental protection. Thanks to the concerted efforts of the whole society, China’s eco-environmental quality continued to improve during the 14th Five-Year Plan period, and significant strides were made in building a Beautiful China. However, it should be recognized that the structural, fundamental, and trend-based pressures on China’s eco-environmental protection have not been fundamentally alleviated, and the turning point from quantitative to qualitative improvement in eco-environmental quality has not yet arrived. We must further raise our political standing, thoroughly study and implement Xi Jinping Thought on Ecological Civilization, focus on improving eco-environmental quality, and advance carbon reduction, pollution abatement, green expansion, and economic growth in a coordinated manner, so as to achieve new and significant progress in building a Beautiful China.

Huang Runqiu emphasized that the 15th Five-Year Plan period is a critical stage for consolidating past achievements and forging ahead in the development of a Beautiful China, as well as for realizing a fundamental improvement in eco-environmental quality. We shall fully align with the national planning outline, and formulate and implement the 15th Five-Year Plan for Eco-environmental Protection with high quality, ensuring the full implementation of the decisions and arrangements made by the Communist Party of China Central Committee and the State Council. We shall scientifically set and fulfill the goals and tasks for the 15th Five-Year Plan, wage the Blue Sky, Clear Water, and Pure Land Defense Battles with higher standards, accelerate the treatment of solid waste and new pollutants, strengthen supervision over ecological conservation and restoration, actively address climate change, effectively respond to various eco-environmental risks, continuously enhance the enabling role of science and technology as well as the support from monitoring and law enforcement, steadily modernize the eco-environmental governance system, and win the trust of the people with tangible progress in building a Beautiful China.

During the meeting, participating academicians and experts unanimously agreed that building a Beautiful China is a key goal in the comprehensive construction of a modern socialist country. It is of great significance to formulate the phased goals, strategic tasks, major projects and key measures for the 15th Five-Year Plan. The research outcomes of the plan are solid, scientifically sound, and highly forward-looking, systematic, innovative and actionable, providing important guidance for the 15th Five-Year Plan development of a Beautiful China. At the same time, the academicians and experts also put forward specific opinions and suggestions on the 15th Five-Year Plan for Eco-environmental Protection.

Guo Fang, Member of the Party Leadership Group and Vice Minister of the Ministry of Ecology and Environment, chaired the meeting.

Some academicians and experts from the National Expert Committee on Eco-environmental Protection, the 15th Five-Year Plan Expert Consultation Group, and the Beautiful China Pilot Area Expert Guidance Group attended the meeting.

Responsible officials from relevant departments and affiliated institutions of the Ministry of Ecology and Environment attended the meeting.
